Are the Browns being underhanded in waiting to hire Kevin O'Connell until he's done working with Mariotta?

The NFL has no right to bar people from earning a living based on a rumor. The NFL literally can’t do anything to stop it. If they are planning to hire him – they should call him and say “you are still our guy, now we are just going to mess with people.” and set up public interviews with 5 other QB coaches.
