They weren’t interviewing him for GM, but for VP of player personel or something like that. The Eagles has the ability to deny the request to interview him because he wouldn’t have final say over the roster in Carolina.
In Cleveland, Berry would be the GM and have final say over the roster, so the Eagles CANNOT deny the Browns request to interview him.

I don’t know what he did when he was here. I don’t know what input he had or if he made good or bad decsions since he was behind the scenes. It isn’t like evaluating a OC or head coach when you see how he calls a game.
